Chamber of Commerce Health Plans: The Group Option Hiding in Plain Sight

Some chambers legally offer member health programs today. How they work and what to ask before joining.

While federal AHP expansion waits in Congress, some chambers of commerce already operate legitimate member health programs — typically fully insured arrangements built with a carrier, available to member businesses and sometimes to sole proprietors, depending on state law.

What to ask your chamber

Is the program fully insured and state-registered? Who's the licensed broker of record? Can a business your size — or a business of one — actually join under your state's rules? The answers separate real programs from marketing brochures.

Pricing isn't automatically better than the open market: chamber plans win on group structure and sometimes on network, but a subsidized marketplace plan still beats them for many sole proprietors. Compare, don't assume.
