For businesses with at least one W-2 employee. A middle path between fully-insured and self-funded — often meaningfully cheaper for healthy groups, with money back in good claim years.

What Congress is debating

In December 2025, the House passed H.R. 6703, the “Lower Health Care Premiums for All Americans Act” (216–211). It would let small businesses, freelancers, and the self-employed band together — even across industries and state lines — to buy group-rate coverage through expanded Association Health Plans.

The bill has been stalled in the Senate since December 18, 2025. A companion bill (S. 1847) hasn't moved since May 2025. Until one passes, cross-industry group buying for solo freelancers is not yet legal — and California adds its own restrictions on new association plans regardless of what Washington does.

The fine print, in plain English

Because current law generally requires a "bona fide" association with a real history and purpose beyond buying insurance — and many states, including California, restrict new association health plans. Simply gathering a large number of unrelated freelancers doesn't create a legal group health plan. That's exactly why the House passed H.R. 6703: to change those rules. Until the law changes, we help you get the best coverage available today while organizing so groups are ready if and when true group rates become possible.

When a group reaches meaningful size, we can explore level-funded options or partnerships with existing associations on the group's behalf. And if federal law changes to allow broader Association Health Plans, members of these groups are first in line to be notified and considered.
